We are excited to share some fantastic news for aspiring homeowners! The Artisans' Bank has launched the New Neighbor Program, specifically designed to support modest-income borrowers in their journey towards homeownership. 
 
Our program focuses on making the financial aspects of owning a home more accessible and manageable for eligible participants. We understand that purchasing a home is one of the most significant investments many people will make, and our mission is to empower individuals and families with the tools and resources they need to succeed. Through the New Neighbor Program, we offer a range of benefits, including affordable down payment options and competitive interest rates.   • Settlement Assistance Grant of $5,000.00 (for eligible applicants)
  • Interest Rate Reduction of 0.25%
  • Waiving of our $895.00 Origination Fee

  1. There are no income limits for properties in targeted
    census tracts designated for low to moderate income.
  2. Owner-occupants are not permitted to own any other
    real estate at the time of settlement.
  3. Conventional financing is available for up to a 97%
    loan-to-value (LTV).
  4. FHA and VA financing options are also available.
  5. This loan program may be used in conjunction with the
    FHLB’s First Front Door settlement assistance program.
  6. A minimum credit score of 640 is required.
  1. The home purchase loan must be for a primary residence, specifically a 1-2 family home, located within the State of DE.
  2. Income limits may apply for loans in other census tracts, so please speak with a mortgage loan officer for these details.
  3. Owner-occupants are not permitted to own any other real estate at the time of settlement.
  4. Conventional financing is available for up to a 97% loan-to-value (LTV).
  5. FHA and VA financing options are also available.
  6. This loan program may be used in conjunction with the FHLB’s First Front Door settlement assistance program.
  7. A minimum credit score of 640 is required.
  8. Refinance transactions are eligible for pricing discounts, but these loans may not receive a cash grant.

  • The New Neighbor Grant is a component of the Artisans’ Bank Community Homeownership Program, designed to assist with home purchases and loan refinancing, specifically in qualifying Low- and Moderate-Income (LMI) census tracts.
  • Additional opportunities are also available for LMI applicants in other census tracts within the New Neighbor Program.
  • The receipt of an Artisans’ Bank New Neighbor Grant or utilizing the Artisans’ Bank Community Lending Program may limit or preclude the availability of other mortgage discounts or programs and may be considered taxable income. Please ask us regarding the availability of the Artisans’ Bank New Neighbor Programs and consult with a tax advisor for the full scope.
